The millennia-old cultural heritage of the Bashu region continues to surge forward, buoyed by the tide of the times that stirs new voices, as the 2025 Chengdu-Chongqing Film and Television Development Conference was officially convened in Chengdu on November 10th. This grand gathering concerning the future of the film & TV industries wove the cultural fabric of Chengdu and Chongqing into the tapestry of the new era’s national strategy, attracting industry professionals, experts, scholars, and corporate representatives from across the Chengdu-Chongqing region. In active response to the national digital cultural strategy and the “AI+” initiative, and to implement the decisions and arrangements of the Seventh Plenary Session of the 12th CPC Sichuan Provincial Committee on advancing the deep integration of cultural and tourism development, the conference focused on the deep application of AI technology in core areas including film-television-cultural tourism integration, international communication, and micro-drama creation. The region reasserted its commitment to utilizing technology as a bridge with culture at the heart of these efforts, so as to promote the upgrading of the Chengdu-Chongqing film and television industry from “factor aggregation” to “ecosystem co-construction.” Additionally, the conference aimed to assist both cities in jointly creating cultural symbols that embody the distinctiveness of the Bashu region while possessing international influence, thus enabling millennia-old Bashu culture to achieve broader dissemination and value enhancement through the power of film, television, and video media technology.

During the policy announcement segment of the conference, Sichuan and Chongqing jointly unveiled policy incentives, delivering a “policy matrix” from the provincial to the municipal level, so as to provide robust support for the high-quality development of the film and television industries.

四川省广播电视局有关负责同志介绍，四川省省级财政每年3亿元文艺精品专项资金中，广电视听独占一半，覆盖剧集、纪录片、动画片、网络故事片等全门类；“历史文化遗产扶持项目”已助推《凌云壮志》《巴蜀石窟》登陆央视；省广电局推出“政企联审”“一站式备案”等工作机制，微短剧审查时效提升50%，让大家“少跑腿、快创作”。

According to officials from the Sichuan Provincial Bureau of Radio and Television, the bureau’s audio-visual content accounts for half of the province’s annual RMB 300 million special fund for high-quality cultural productions, covering all categories including dramas, documentaries, animations, and online feature films. Notably, the “Historical and Cultural Heritage Support Project” has facilitated the broadcast of “Lingyunzhuangzhi” and “Bashu Stone Grottoes” by China Central Television (CCTV). The bureau has introduced mechanisms such as “joint government-enterprise review” and “one-stop filing,” reducing micro-drama review times by 50% to enable creators to “cut red tape and accelerate production”.

重庆市广播电视局有关负责同志介绍，重庆市委宣传部牵头制定实施《重庆市重大文艺精品项目资助和奖励办法》，明确了重庆市重大文艺精品项目资助、奖励的申报条件、评定程序，提高了重点文艺门类资助、奖励标准，并新增作品在公开发表、出版、播映、演出、转化方面符合相关条件作为奖励情形，同时提出强化重大文艺精品项目的宣传推介、跨门类转化，打造“重庆市重大文艺精品项目”工作品牌。

According to officials from the Chongqing Bureau of Radio and Television, the Publicity Department of the CPC Chongqing Municipal Committee spearheaded the formulation and implementation of the “Measures for Funding and Rewarding Major Literary and Artistic Projects in Chongqing”. These measures clarify the application criteria and evaluation procedures for funding and rewards for major literary and artistic projects in Chongqing, raise the funding and reward standards for key literary and artistic categories, and add new reward scenarios for works that meet relevant conditions in terms of public release, publication, broadcast, performance, and adaptation. The department also proposed strengthening the promotion and cross-category adaptation of major literary and artistic projects, and building the “Chongqing Major Literary and Artistic Projects” as a recognized brand.

According to officials from the Chengdu Municipal Bureau of Culture, Broadcast-TV, and Tourism, the implementation of policies such as the “Several Policies for Promoting the Development of the Film and Television Industries in Chengdu” has not only boosted the confidence of film and television enterprises in Chengdu and Chongqing, but will also attract high-quality film and television resources to both cities. This will propel the film and television industries in Chengdu and Chongqing to leap from being “creative hubs” to “industrial hubs”.

At the event, the “Cross-Industry Integration - Future of Motion Pictures: Broadcasting and Audiovisual International Communication and AIGC Innovation Partnership Program” saw its grand launch. This program was jointly initiated by the Sichuan Branch of China News Service, the Sichuan Branch of China National Radio Network, and Sichuan Film and Television University, signifying that the Chengdu-Chongqing region is embracing open and innovative approaches to integrating top-tier forces from government, industry, academia, research, and media communities. Together, they are charting a future blueprint where technology drives culture and integration empowers communication.

近年来，四川以“中国网络视听大会”为契机，促成两个国家级视听产业基地和国家超高清视频创新中心、虚拟现实视听技术创新与应用国家广播电视总局实验室落地成都，对超高清视频、裸眼3D虚拟影像制作等关键技术、解决方案和标准规范开展研究，推动相关技术成果转化和创新应用，助力构建大视听产业生态。

In recent years, leveraging the “China Internet Audio and Visual Convention” as a platform, Sichuan has promoted the establishment of 2 national-level audio-visual industry bases, the National Innovation Center for UHD Video Technology, and the National Radio and Television Administration Laboratory for Virtual Reality Audio-Visual Technology Innovation and Application in Sichuan. These initiatives are committed to researching key technologies, solutions, and standards for ultra-high-definition video and naked-eye 3D virtual imaging production, promoting the commercialization and innovative application of related technological achievements, and fostering the development of a comprehensive audio-visual industry ecosystem.

At the signing ceremony for key film and television projects in Chengdu and Chongqing, 11 high-quality projects successfully entered into a contract, spanning multiple fields: industrial cooperation, international communication, technological innovation, and cultural tourism integration — demonstrating the tangible achievements of the two cities’ collaborative efforts. These projects include: Project of the Institute for the International Dissemination of Bashu Culture, Joint Construction Project of the AI Film Industry Dream Workshop, the Integrated Publishing Project of the “North of the Sky”, the “AIGC Smart Media - New Forces Matrix for Domestic Animation” Project, the “Thousand Cities, Ten Thousand Communities and Households” UHD Cinema-Level Audio-Visual Industry Platform Project, the Western China Science and Technology Film City - Short Drama Production Base Project, the Joint Project of the Maiya Micro-Drama Filming Base and Chongqing Micro-Drama + Digital Culture Industrial Park, and the Southwest Headquarters Project for Film and Television Post-Production. In the future, Sichuan will continue to explore its unique approach to online audiovisual content — transitioning from cultural self-awareness to industrial confidence. Sichuan will refine refine “compact and elegant” cultural pieces with an artisan’s dedication, construct a “vibrant and dynamic” multi-dimensional narrative system for its stories; and cultivate a “specialized and robust” creative force by developing the industrial ecosystem. The focus will shift from government service optimization to the “Sichuan’s fertile ground” for online audiovisual content that empowers dissemination. It will be achieved by putting business environment improvements first, advancing innovative public services for government affairs, and energizing online audiovisual creation. Sichuan will ceaselessly seek pathways to transcend barriers — from one-way output to inter-civilization dialogue — making the Land of Abundance, suffused with earthly bliss and following the seasonal rhythm, a wellspring of inspiration for global creators.
