Anning River, the mother river of Liangshan Mountain, is the largest tributary of the lower left bank of Yalong River. It flows through three cities including Xichang, enters the territory of Panzhihua City, and finally merges into the Yalong River.The valley of the Anning River is wide and winding, forming the second largest plain in Sichuan Province.

The Anning River Basin also has unique environmental geography. Idealtemperature, air humidity, altitude, crop productivity, air cleanliness and forest cover, make agricultural production conditions of Anning River Basin comparable to those of the Chengdu Plain, making the plain an essential regional and provincial "rice bag" and "vegetable basket".

It can be said that the Anning River Basin is the most densely populated area with the highest concentration of industry in the Panxi Economic Zone. Anning River Basin is an important engine to drive the high-quality development of Panxi, and also one of the areas with great development potential and strength in Sichuan.
