What is in the Government Work Report?

    Premier Li Keqiang delivered the Government Work Report at the opening of the first session of the 14th National People's Congress in Beijing on Sunday.

     

     

    China’s annual Government Work Report is the “homework” submitted by the government to the graders: the Chinese people.

    The first part fulfills its promises. China’s annual Government Work Report is a year-end review of what the government has accomplished.

    The other part makes its promises. The report maps out the government’s major goals, policies, and agenda for the coming year.

    Issues included in the document affect everyone's life in the country and even the whole world. The key part of the Government Work Report is the disclosure of the various economic targets, especially the GDP target. Economic development and reform, finance, agriculture, opening-up, environmental protection, people's welfare, and diplomacy are also major priorities in the report.

    So how is the work report formed? First, the premier puts forward the overall requirements and the drafting team starts researching and writing. Then,the draft must pass throughat least four “hurdles”, including the Standing Committee of the Political Bureau of the CPC Central Committee where it is revised and improved. Finally, the NPC will deliberate on the report.

    By summarizing results and setting goals each year, a long-term development blueprint is implemented, ensuring the continuity of China's policies, which is vital to maintaining sustainable development in China.
